What does legal immigration have to do with illegals?

I keep hearing people wanting to change laws and do things who’s effect really applies only to legal immigrants and not illegals. How does stopping all immigration help stop illegal immigration? It bothers me when people disguise their anti-immigration agenda with fighting illegals.
