What happens to the immigration reforms if the government changes in Canada?

They have spent so much time and money on consultations and research about what types of immigrants are needed in Canada and they are soon to come out with conclusions. Will all those efforts just do down the drain if Harper’s govt leaves office or if Diane Finley is no more the Immigration Minister?
